Overview

A research paper published in 2023 summarizes the findings of a study conducted between 2021 and 2023, focusing on developing a simplified methodological approach to estimate the feasibility of intervention campaigns for seismic retrofitting of building portfolios. The methodology integrates social, economic, and technical aspects as evaluation criteria, providing a reliable framework for assessing the feasibility of Disaster Risk Reduction (DRR) programs.

The approach was applied to a case study involving six building portfolios, categorized into as-built and intervention conditions. These portfolios consisted of a Peruvian school typology known as 780-PRE, typically 2-story structures with reinforced concrete (RC) moment-resisting frames and infill or confined masonry walls. The study evaluated 11 target scenarios to assess the as-built condition and various intervention conditions based on incremental seismic retrofitting measures.

Key Findings

Social, Economic, and Technical Integration
The methodology highlights the importance of considering social prices (e.g., community benefits, safety improvements) alongside market prices in feasibility evaluations. This approach revealed that some projects deemed unfeasible under market prices alone became viable when social benefits were factored in.
Case Study: 780-PRE School Typology
The study focused on the 780-PRE school typology, a widely used construction style in Peru. The results demonstrated that incremental retrofitting measures could significantly improve seismic resilience, making these buildings safer and more durable.
Incremental Retrofitting Measures
By evaluating 11 target scenarios, the research identified optimal retrofitting strategies that balance cost, technical feasibility, and social impact. This phased approach ensures that retrofitting campaigns are both practical and resource-efficient.

Why This Research Matters

This study addresses a critical need in Disaster Risk Reduction (DRR) by providing a comprehensive framework for evaluating the feasibility of seismic retrofitting campaigns. By integrating social, economic, and technical factors, the methodology ensures that retrofitting programs are not only technically sound but also socially and economically viable.

Applications and Implications

The findings have significant implications for:

Policy Development: Informing DRR programs and retrofitting guidelines at national and local levels.
Resource Allocation: Prioritizing retrofitting projects based on feasibility and social impact.
Community Safety: Enhancing the resilience of essential buildings, such as schools, to protect vulnerable populations.
Decision-Making: Providing a reliable tool for stakeholders to evaluate the feasibility of retrofitting campaigns.
